How were Measure E-funded projects prioritized?

Santa Ana College’s top priorities for Measure E funding are new facilities including a parking structure, and renovation of existing facilities as well as health and safety projects. These include mechanical engineering for air conditioning, heating and plumbing as well as repairs to lighting and electrical systems. These projects are planned to begin in winter 2004.

When will Santa Ana College's College existing buildings be renovated?

Fourteen buildings require renovation at Santa Ana College. The scope of this work will be determined when the college’s facilities master plan is revised, a project for the master plan architect which will be chosen in late summer 2004. A facilities master plan is a map with supporting documents that plots the location of existing and anticipated buildings, open space and infrastructure such as roads and parking within the campus. With the acquisition of property along College Avenue, the college’s master plan must be revised to integrate it into the campus’ organization and development. This document should be completed in early 2004.

Will continuing education program sites be eligible for Measure E funded improvements?

The college’s facilities master plan will include renovation and repairs for Centennial and Marketplace Education Centers as these were listed in the Measure E bond proposal to voters.

When will a parking struction be built at the college?
A proposed multi-level parking facility planned for the college campus must be integrated into the college’s revised master plan. The parking structure is slated for construction no sooner than 2006.

Why is the college district purchasing property along College Avenue?
Property purchases in this area will provide space for the instructional and extracurricular facilities required of a comprehensive community college serving more than 25,000 students. To better serve college students and the community, a larger campus is necessary to accommodate new and renovated buildings and athletic facilities.

How many properties along College Avenue does the college district own?
In May 2003, the college district purchased 4.2 acres on which the First Christian Church is located at the corner of College Avenue and 17th Street. The purchase price for the church property was $5.25 million. This acquisition, using Measure E funds, brought the district’s holdings along the avenue to five parcels.

Will College Avenue be closed to vehicles if the district purchases all the property between 17th Street and Washington?

There are no imminent plans to close College Avenue in this block. It is a possibility for the future under certain conditions: a) the college district is able to purchase all property facing the avenue between 17th and Washington Streets, b) the district is ready to redevelop the property, and c) the City of Santa Ana approves of this closure.

When might the college redevelop its acquired property across College Ave?
If the district were able to purchase all lots facing College Avenue in that block, redevelopment would likely not begin until the second issue of Measure E revenue is available to the district in 2006. Prior to that date, the district may use some parcels for parking while construction projects displace existing parking stalls.

When will construction of the Digital Media Center be started?

The firm Arquitectonica is designing the Digital Media Center, which will house newly formed businesses in the digital media arts and sciences industry as well as provide educational space for computer engineering, entertainment technology and tele-production career preparation. Construction on this project could begin in early 2004 once the Division of State Architect approves plans.

Why is the college district purchasing property adjacent to its planned Digital Media Center at the corner of S. Bristol and Wilshire in Santa Ana?

The adjacent lot will be used as additional parking for the Digital Media Center, located on one acre, which the City of Santa Ana sold to the college district.

What is the status of the public safety institute in Tustin?

The public safety institute is in the design phase with the expectation that architectural plans for the law enforcement component of the facility will be submitted to the Division of State Architect in September 2003. GKK of Newport Beach is the architectural firm designing the institute with consultation from the district’s public safety agency partners. Once approved, construction should begin in late spring 2004. Infrastructure such as plumbing and electricity to the 15-acre site is proceeding with the cooperation of the City of Tustin.

Is the seismic upgrade of the college’s library a Measure E-funded project?

No, the library’s seismic upgrade is a state-funded project. Started in June 2003, this job must be completed in 70 days, so on-line library resources have been relocated to the Chavez Building and its stacks are closed for the summer. Also relocated to the Chavez Building will be media services.
